CD-ROM errors

I have 2 cd-drives hooked up to an IDE cable. One is Toshiba 8x dvd-rom drive, the other is a hp cd-writer 9100. when i startup the computer, both devices show up normally in the bios, and both show up with no errors in the system manager. however, when i went to install new drivers for my video card, the cd did not auto detect, and when i went to my computer to open it, I get the error message: "D:\ is not accessable. A device attached to the system is not functioning." Any clue whats going on?
 
Disconnect one of the optical drives and set the one in use to Master. Does it read? Repeat process for other drive.
