CD-ROM drives won't work in XP

Is there any reason a Windows XP computer would flat out refuse to load CD-ROM drivers? I've tried one and two drives, switched cables, changed jumper settings, even updated the firmware on one of them. CD-ROM drives appear fine in BIOS and at the POST screen, but in Device Manager they have a yellow ! on then. If I put an Iomega Zip 250 drive in its place, it shows up fine and is useable. I also tried enabling Removable Storage service but no go. What gives?
 
The yellow! indicates Windows sees the drive, but something is wrong. Have you tried changing drive letters?

Right., Go to Device Manager in Control Panel/Hardware and check properties to see what the problem is.
