CD playback clicking

I recently did a new build and I am having difficulty troubleshooting a odd clicking sound with CD playback. I've tried both drives with the same results. One is a NEC ND-3550A, the other is a LG GDR-8164BK. DMA is running according to Device Manager, though there are three each of primaries, secondaries and the IDE controller. I have tried uninstalling the IDE channels with no success. The problem occurs in both WMP and iTunes. The CD is a burned Memorex CD, but other CDs do the same. Any thoughts?
 
It could be either CD reading ptoblems, or other software messing with playback. To check for other software:

When you hear the clicking, use ctrl-alt-del to bring up Task Manager. Look at the processes tab and sort by CPU. If something is using more than 10% of the CPU (other than System Idle) it could be the cause.

On my old music server I was using it for development at the same time as foobar playback, and once the development webserver started stressing the CPU, foobar starting ticking.
