CD Drive not reading CDs

The drive is a new Memorex CD-RW drive.

Ok, first off this is less then three weeks old CD-RW drive. The same thing was happening with the first drive that was in this machine so I thought that the drive just went bad and replaced it. It was reading CD's the first week because I installed programs like office and such, but now when I go to try to burn a CD it didn't work. I come to find out that it's not even reading that there is a CD in the drive.

I took the CD drive out and reinstalled it, I removed the device restarted the PC and let Windows detect it and it's still a no go.

Anyone have any ideas?
