cd drive label doesnt refresh

I have been having trouble getting my optical drives(LITE-ON XJ-HD166 and old HP 9110i) to refresh. Whenever I put a new CD in, winxp will only see the size change, the icon and volume label stay the same. On the burner, the size doesnt even change and the only way to fix it is to boot with a blank cd so thats what winxp reads first. I have no idea how to fix it. I've tried updating the firmware and enabling/disabling autoplay. Any help would be appreciated.
 
If you go to (with no CD in the drive) Administrative Tools>Computer Management>Storage>Removable Storage, is there anything in media? If so, eject or delete them.
 
When there is a CD in there, it detects it correctly in there. When I take the CD out, it's still there but after I eject using computer management it goes away. BUT when I put the CD back in nothing sees it except for windows picking up the size change. =[
