Cd burners won't read cds

In a machine I am working on neither cd burner will read anything. I have uninstalled drivers, there is no 3rd party burner installed. What could it be?

IDE cables plugged in?
Power Cables Plugged In?

They power up. They open up. The green light blinks and then nothing happens.

Do they show up in the bios and/or device manager?

Yes they do.

Do they read pressed / manufactured CDs? (In case you've only tried burned CDs)

That's the only thing I have tried is the manufactured cds.

Try a different IDE cable? Check to make sure jumpers are in the right positions? Try a different IDE channel?
