cd and ME freeze up problems with new board

I installed a new intel board in my P3 800 today. The pc booted up into win ME, it self installed all the drivers BUT

The hard drive led stays lit all the time and the cd rom lite is always green and the cd doesnt work.( it IS accessing floppy drive a properly.

I tried reversing the CD cable but it did not help and its connections are ok. After the normal boot up I had to reset so I checked into the bios and it was NOT showing the CD( autodetect enabled)

even though win me boots up nicely,, if I try to access a program or for that matter ANYTHING, it FREEZES. I cant even ctrl.alt.del to get a screen, only way out is reset.. So win me gets started but I cant use it.!!!!

Any ideas to move me along??? Thank you
 
The board is a socket 370 Intel D815 EPEA2. Since it boots to ME I figure the HD is plugged in ok. I have rechecked taht the hd led is on the correct posts. The cd ic not showing that it was found by the board so since I know its a good cd it must be the cable( maybe??).

I cant figure why win me is freezing. I put the old board back in and it booted to win ME in a flash no problems.

Maybe I should first go to safe mode and make sure everything installed, but wouldnt that only be a hardware problem. I have no clue really. 😕
 
So, from what I gather, this is not a fresh install of windows. You left the OS in tact on hard drive swapped boards and rebooted, windows detected new hardware and now windows freezes.
What motherboard were you using before the swap?
