cd and cdrw wont both show up in win2k

Im helping a friend who is having a problem with installing a cdrw on a system with win2k. During bootup both drives ( cd and cdrw) register but when win2k starts the cdrw will not show up. They are both using irq 11 and i told her this was normal. Win2k just dosnt seem to find the drive even when the new hardware wizard is run. Please help?
