What is Lens Pickup (CCD Pixel Count) responsible for at the bottom line in MiniDVs?

The resolution of video recorded?
Or resolution of still digital pictures taken?

(some have 460,000 pixel CCD others have 1.3 million...)

I can't seem to find any solid explanations in regard of this...

Any info & research links? Any boards where people would know?
