OTA kinda sucks and most people that want to watch movies watch HBO or rent a DVD.

Let them do it. If I were running the FCC the moment they did that they would be facing a review of licensing with an eye towards giving their assigned frequencies to a network that understand the concept of OTA broadcasting and fair use by consumers.
