cause of o/c?

when i o/c the fsb of my p4 2.4 Ghz to 150, sometimes when i turn on my computer, the display goes to a really low resolution and the moniter displays some wacky stuff and sometimes windows does load the correct theme. is this a cause of o/c with too low of voltage?

if everything is okay usually, then you change your Vcore and some things become wacky, i think it's logical to blame it on the overclocking.
