Interesting issue recently. CCC will not open. I see that it has started in my processes, but the actual UI never opens. I have gone so far as to completely remove all ATi drivers and software, used driver cleaner and reinstalled. Still nothing. This only affects XP. It opened before, but now it won't in just the last couple of days.
 
I think I had the same problem. The only way I could get it to work was to unzip the drivers. Then go to the CCC file and manually install every program. I tried doing the same as you, even going into the registry. Hope this helps.
 
I had the same problem 1 and half year ago :! i just ended up using ATI tool tray 🙁 . Then few months later i format the comp and installed windows xp with .net 2.0 with SP2. Then installed driver and everything worked.
