Catalyst control center not starting.

I seem to be having issues with Catalyst control center refusing to load on my system.
I cannot pin point when it started but it was after the 12.3 drivers were installed.
I am not sure if it is a driver issue because i didn't see an increase of complaints after the release of 12.3.
This is the error message i see when i try to load up CCC.

I have tried looking up the answer on Google and found no solution that fixes it for me and it doesn't seem to be too common leading me to believe it wasn't the fault of the 12.3 drivers.

My system is as follows.
Windows 7 64bit home premium
i5-2500k @ 4.5Ghz,
8GB 1600 Mhz ram,
Asus Z68-V
2x6870s in crossfire,
500gb western digital HD.
Corsair modular AX750 watt psu

Is there anyway this could be a security problem or the location of the settings is not correct?

Uninstall all the driver and CCC and remove the ATI folders manually. Restart the PC and install the driver with Windows wizard, then download and run the latest version of the driver and CCC

That didn't work, but thanks.

Did you use driver sweeper or something? Its usually a bad idea, but anyway what I would do is system restore to any date prior to when this started happening. Will fix your stuff 100% of the time

I tried system restore and it didn't work, but that is hard because I do not use CCC every day and locating the system point before it happened would be problematic with trial and error.
I didn't want to use driver sweeper since no one else found that a solution and I didn't want to risk using it.

Try a different driver version? Seems like an odd issue.

It's very common, unfortunately.

EDIT: If I recall correctly, the problem is install/uninstall related, you have to clear the computer of all traces of CCC and the AMD driver, then reinstall.

No go on fixing this, I may have to reinstall windows :(.
I tried removing everything associated with ATI in documents, program files etc but the damn thing wont work.
I may give 12.2 a shot and see what happens.
