Catalyst control center fan control issue

Anyone know why this happens? If I boot up the comp and open CCC, it reports my card as running at about 61C, but if I alter the fan speed 1%, it drops to about 50C. The fan speed doesn't seem to really "take" until I nudge it by changing the setting.
