I believe so. All performance boosts in 10.3a will instead be officially found in 10.4, as I remember the announcement that went along with the 10.3a driver.There won't be any performance boost in 10.3 WHQL and that's why they released 10.3a.

10.3a is a newer driver than 10.3 whql. It has performance improvements that weren't ready in time to be put through the 10.3 whql approval process. 10.4whql will have everything in 10.3a.
