Cash for Clunkers question: Is a car owned by a US citizen living in Canada eligible?

The car in question is a 1997 Nissan Quest. It was bought in the US and lived here until about a year ago. It is now registered and insured in Canada. Is it eligible?

As far as I know, no. It had to be registered and insured by the same person for the last year in the US.
