I never thought of it this way before, but the poorest countries do pose serious threats. It may be a far cheaper solution to help their country through incentives and rewards, thus making them like you, than dealing with them after they are pissed off and hating you for not trying to help them. I guess that the fine line must be drawn as to how much is enough to help without allowing that country to become dependant on your handouts a-la-Mexico, with 40 percent of it's GDP relying on private money sent from the United States.
