Cases transfer problems

I bought a new case recently to transfer a dell 4700(I know, wasn't my brightest moment to buy the dell). In spite of some of the screws not matching up due to Dell's proprietary build of everything i managed to get it working, mostly that is. So I can boot up now and get into windows. The only problem is that the fan that is supposed to be for the cpu goes into overdrive after a few minutes. I also notice that cpu utilzation is at 100% on idle. After a few more minutes the computer shuts down. I am guessing this is because the cpu isn't getting cooled properly and shuts itself down, could someone confirm me?

If so, I believe I need a new cpu cooler, because Dell had this weird shunt thing that doesn't really install properly in a regular case. I am not familiar with cpu cooling fans/sinks but part of the heatsink for this one needed to be screwed on. However, only two of the screws match up properly! So could someone recommend a cooling solution for a pentium 4 3ghz that doesn't need to be a screw on?
