1/ I have a full tower case that stands on two feet and i was thinking about putting a 12cm fan in the base of my case to suck in air. Will this work??

2/ my power supply is half way up the case. Should i move it up to the top and put a 12cm fan in the hole were it use to be??

1. Yes, but would be worried about dirt coming or things falling down on the fan. For the dirt/dust use a filter. For the falling things use a grill inside.

2. No. Add a 12m outtake fan on the top of the case. You can also add on above the PS.

Make sure you got enough power for all your fans. I don't know the limit, but you should be okay with all these fans, including your existing ones, with a 300W PS.

Thinking about a fan bus?

My case seem to be like yours.
However I moved the PSU to the top (it was not easy for me because it did not have a hole there, but I did the mod so everything works ok now). In the free space I managed to put a 80mm cooler, and ducted in the shape "L" so it is sucking the air from the zone around the CPU quite well.
I always hated the PSU being so close to the CPU especialy because it did not have a FAN hole under, to suck air from the CPU.
Movig the PSU also improved the space that was left to put/get the HSF form the CPU.

All this mods did a little good for CPU temps too :) - especialy the duct.

Cheers,
