The lack of responses probably reflects the fact that there isn't a lot to talk about in this area. CASE experienced a marketing surge in the late 80's and early 90's but it has not been much of a factor since. Lots of tools were sold, customized, installed, and eventually abandoned.
CARE (which is an acronym I haven't seen in this context before) is another area where I have long expected to see more offerings. However the problem is probably the lack of anything like standardization of process. Requirements engineering, if you will, encompasses everything from the initial vision statements of business sponsors to the production of a detailed spec (few shops actually get that far unless they are milspec, aerospace, etc.).
There was one company that had a series of template and macros for Word that aimed to automate requirements gathering and documentation. Most of the processes I have been involved in actually mixed requirements gathering and analysis with UI design just because users could often "get it" more easily when they could look at it.
