CAS 2 work at CAS 3?

Can you use SDRm CAS 2 ram in a Dell Dimension 4100 that's probably set to run at CAS 3?
Just runs slower right. No conflict? I noticed the CAS 2 is same price as CAS 3 from crucial. So go with CAS 2?

Also, Can you mix a stick of 128 with a stick of 256 in this computer?

You should have no problems. I mean, I run my CAS2.5 memory at CAS2, so running at a slower timing than it is validated for should be safe too. Also, yes, you should be able to mix DIMM sizes. I have a 256MB stick and a 128MB stick in my other box.
