Carnival bike game...

The old carnies are in town and I've always been able to figure out every carnival bike game, but after walking around last night, I've found a game that I didn't see anyone win and seemed almost impossible for people to do.

Its a simple BMX bicycle with some kind of box in between the handlebars and frame that inverts the steering... You turn left, it turns right, etc... but for some reason people where having huge problems with this thing... It seems simple to me, but I didn't wnat to throw away $5 to try it...

Anyone ever seen this thing and/or know how to beat it????
 
Sit on the seat backwards with the handlebars behind you?

Of course, I don't really know what the object is, so, I'm not sure how you win.
