I don't know where you heard you needed anywhere near that much VRAM, but 512mb is generally plenty for up to 1920x1080. 512 is plenty still for most games even at 1920x1200 with high settings, although above this a handful of games can take advantage of more than 512

The general consensus is that GTA4 is one of that "handful of games". From what I've read, GTA4 is all about more cores (Qxxxx or i7) and lots of VRAM - I don't even think draw distance can be maxed out on 1GB of VRAM.
