card flicker during 2d/3d switch

So I have my card downclocked in 2d mode. When I watch videos on youtube, I get a flicker on the monitor and the video card clocks up the memory speed to the low-power 3d.

I know what is causing the flicker.

I just want to know if this is bad for the gpu or monitor?
