Card doesn't boot up on restart

Whenever my pc gets abruptly restarted for instance by power flickers I get the message "You Have Not Connected The Power Extension Cable To Your Radeon 9800se..". Then I have to power down my pc for a few seconds and start it again to get it to boot up normally.

My system:
XP pro, P4 2.4Ghz, 9800se, 300W power supply
 
The 300W power supply is a little small for this system. You should get a power supply that's at least 400W.
