Yup. He noticed it just as he was about to hit the intersection. You can see him brake.

Way too little too late, though.

That's what I see... you can barely make out the light for the scooter as well which is green.

Ok, I see the car driver was at fault now. I still think speed limits should be raised, but for different reasons.
