Nope. Depending on what type of cat it is, it is either broken
or melted and other than replacing it there is nothing you can
do with it (thats legal ).
If it's plugged, it is melted and/or broken. There's no way to fix it...it must be replaced. If you have access to a wire feed welder, just cut it out and weld in a universal converter for under $50
