the catalytic converter in my car is either going bad, or just clogged. is there a cheap way to clean it before i pay for a replacement?

Nope. Depending on what type of cat it is, it is either broken
or melted and other than replacing it there is nothing you can
do with it (thats legal ;)).

If it's plugged, it is melted and/or broken. There's no way to fix it...it must be replaced. If you have access to a wire feed welder, just cut it out and weld in a universal converter for under $50
