Car raffle: is this real or a scam?

On my way to lunch today, I saw an old couple sitting on the sidewalk behind a table. There was a sign saying something like "Car raffle, 2004 Corvettw, $5 per ticket, drawing Oct 22, 2004". And there was a shining blue corvette right next to them. Is this real? A 2004 corvette is worth what, 50K? so they have to sell at least 10K tickets to gain. What if only 1000 people buy it, they're not gonna get away without drawing, are they?

Saw them at a red light. not interested enough to stop and find a park spot.

Anyway, wondering if anyone bought such raffle ticket before from seemingly ordinary people like those two.
