Car question...How do I adjust an idle speed in 96 Honda Civic?

I have ntoiced that when standing in traffic jams or lights, the rpms go often below 300...
What is the problem, and how do I fix it?

Adjusting the idle speed won't do a thing. The low idle speed is an indication of another problem, possibly a vacuum leak.
