Car Painting Experts???

I just want to repaint a small part of my bumper that got scratched, what kind of paint, and what process should I use to give it that car coat shine, and blend it in with the rest of the paint job?
 
it's not rubber, one time there was a dent in it and it popped back out, so I guess it's flexible.
 
Heh, well if you consider it a 'flexible' area then I can't help.

There is some sort of flexerizer you're supposed to mix with the paint, but I've never messed with that stuff. I've only touched up a couple places on 'hard' plastic.
