So basically, my friend's car has a hard time starting when it's cold (around freezing temps, 30 degrees). She tries a couple times and after that, it starts fine. Battery has been changed last couple of years. Spark plugs are new within the last 6 months. Battery light doesn't come one when she's driving or when she's idle. There is not clicking sound when she turns the key either. I'm thinking it could be a bad fuse.

Any other diagnosis of this? Thanks in advance.

Sticky starter solenoid?
Maybe a bad ground connection?
I would say check the battery cables for corrosion and then check the ground cable to make sure it isn't corroded.
After that I would consider that the starter solenoid is just sticky from age.

I'd be looking at the solenoid and the connections to the solenoid first.

An odd thing that it could also be is the neutral/park start switch on the shifter/linkage.
