The sound kicks in at low speed 1-15mph when im rolling ot stopping.
when im turning it makes the most noise. kind of like a grinding

I thought it was the brakes since they looked warn out, so i completely replaced them, but i still get the sound. Its somepalce in front cant tell what.

I noticed however when its raining outside the sound stops

Sounds like a bad wheel bearing or CV joint. How many miles on the car?

I am not firmiliar with Pontiac but it sounds like your axle. Check your CV boot and see if there is any leak.

I'm gonna go with axle noise since you mentioned it also happens while turning. Please post here when you find the culprit.

3100 V6? Pop hood, look left side at the automatic belt tensioner when engine is running. If the tensioner is moving a bunch, most likely broken tensioner. $40 at carquest, easy to replace. (Yes I had this fine problem on my 3100 V6, 3rd tensioner in 6 years)

I'm gonna guess CV joint or something similar as well, although I would expect it to be audible at higher speeds as well. When my Prizm's CV joint needed fixed, it sounded a bit like a helicopter after a few weeks.
Just turn the stereo up :p

That's my assumption, too. Is there an unusual amount of dust or grime around any of the wheels/rims? A REALLY bad rotor/caliper problem will start causing a heavy dragging sound when you brake, a "whoosy" sound when the wheel is in motion, and rusty yellow dust all over the rim.

Well thats what i thougth the problem was so i replaced everything on the brakes.

but it didnt solve it.

im a 19 year old kid so i cant afford a ferrari :(

I usually drive with the stereo up so i cant hear it but it does get annoying hearing it.

the cv joint how exactly does that look like ?

Oh yea 50 thousand miles are on it. and have any idea why the sound goes away when its wet out ?
