I am currently trying to purchase car insurance for my 1999 Jeep Cherokee. I am 23 years old and live in Texas. Who would you say is the best and cheapest insurance company to go with?

Don't ask here... it will vary for everyone.
Best thing to do is call some local agencies and speak with them directly. Geico/Progressive/Esurance is not always the best or cheapest way to go.

You get what you pay for. Don't shop price alone.

Well, I did two quotes. Progressive and Geico.

Geico - $97 per month
Progressive - $150 per month

Nearly the same exact coverage. Is Geico reliable?

The only issue with Geico or Progessive is that when you go through a website/phone based insurance company, you will never get the same "agent" twice. You cannot ever call someone and establish a relationship with them like you would with an agent at a local office.
They are fine, but i have heard some things about claim issues with them. But that is typical with any insurance company. Not all people will be happy with all the claims, all the time.

Insurance is a scam. Just get the cheapest you can get. Call the national companies and then some local ones.

Exactly. I like knowing that I can reach my agent easily. He has my home and auto insur. and I would feel very comfortable calling him anytime if I had a problem. To me that's worth a few extra $$.

I agree.
I know most HATE insurance agents and insurance all together, but i have made it my goal to make getting insurance an easy and painless process with the best service and price possible. I take pride in knowing my customer can and do come to me with any problems they might and and they know that i will do everything i can to help them, no matter what it might be.
Customers have given me flowers and small gifts as appricatation for me being there for them. I feel what i do is an important job... I am there at the best and worst of times for people. When a new driver excitedly gets their license, i am happy to help them. When someone gets married and wants to add their spouse on their policy or wants to plan for their childrens college, i can help them. I am also there at the worst times... when homes are destroyed, when people are in accients... I am there to help them in anyway i can. I know it seems stupuid, and i am not solving world hunger but i feel good i can help [people.

I have had GEICO off and on for about 10 years, depending upon whether they were the cheapest at my preferred amount of insurance coverage. I have had 2 cars totalled under my policy (both were the other party's fault) and Geico's customer service was excellent throughout. Plus, they gave me a payout each time that was a good $3k more then I paid for the car when I bought it. I recommend them.
