Car insurance question

Just trying to figure out if there is any logical reason for my ridiculous rates. Yes, I am a 17 year old girl, but still my rates are crazy compared to my 18 year old friend with his own car and 5 tickets! I don?t own a car right now, but would really like to buy one; only thing in my way is the expensive car insurance. When I was quoted just to be added on to my parent?s policy as a driver, the premium nearly tripled!
Their policy is full coverage on a 99 Ford Windstar. The only drivers listed on the policy are my mom and dad (he is listed as primary), once I was added as just a driver (not the primary or anything) it tripled! I think it worked out to over $300 per month, whereas my above friend is only paying $200 on his own car!
Anyways, I was wondering what is the best way for me to start driving (legally).

Option A: Add myself onto my parent?s policy and drive around a big gas guzzling minivan.
Option B: Purchase a used car (civic or corolla, or make me a suggestion), add myself to policy with car, get the lowest coverage possibly, and me listed as primary.
Option C: Purchase same above car, add car and myself to policy, but list my mom as primary.
Option D: Your suggestion, something I missed?

Does anyone know if it would be cheaper for me to be listed primary on something really junky than for me to just be listed as a driver on full coverage for a Windstar?

Currently, my parents are on Progessive with full coverage on the Windstar. I have had my license for 1.5 years, no tickets or anything (since I haven't been driving...). Also, this is in Delaware if that makes a difference.
 
I would guess that not being a primary driver on an older car would be the cheapest, but I'm not sure. Go talk to your insurance agent; they'll be able to give you a definitive answer.
