A car the was packed fully with drugs, rammed thru a crowded street of people celebrating a festival. The culprits have been arrested, and some of the uninjured members who took part in the festival, set the car ablaze after the arrest.

So I'm guessing they were trying to escape/avoid the checkpoint? What's interesting in the article is that the phrase "ganja-laden" and Ganja smugglers are the only time drugs are mentioned at all. Nothing about the suspects being charged with drug offences. Most of the article is about the upset at police who did not give the procession proper protection.
