Does a car get financed individually by dealer? Or by the company (ie Honda, etc)?

How much interest is considered the norm these days?

what kind of car are you looking to buy?

they're financed by the company if you're getting a new car. Your rates are dependent on your credit history. Always walk into dealerships knowing your credit score. With good credit 0-3.9% is considered good.

0% is only with promotions correct? Or is it score based?

Large Auto manufacturers will have their own Financing. The more shady ones will either have their own as well or use someone else in the business.

Perhaps "shady" is not the right word. Independent?
