Why is it that, during a car chase, if the person being chased uses his car to ram a squad car, it is considered assault with a deadly weapon BUT if a squad car uses his car to ram the car he/she is chasing, its not assault!?

Because deadly force is authorized at that point. It's just like shooting someone who is a viable threat to you or others.

Sorry, I meant to specify that it happens in separate instances, i.e., the chasee did not ram the squad car.

Sorry, I meant to specify that it happens in separate instances, i.e., the chasee did not rammed the squad car.

So did I. The person being chased is likely deemed a danger to pedestrians and other drivers on the road, especially at high speeds or driving recklessly in residential areas. Therefore, in order to preserve the life of bystanders, deadly force is authorized.
