Apparently, both the driver and his young son were unharmed when their car went under a 23000 volt circuit breaker.

I think that the fence has been repaired.

When you've got a 150000 volt equipment - I'd have thought they'd want keep people out first, and deal with the car later.

Looks like a fake, the fence is intact, as someone pointed out. already.

But, first, notice that the section right behind the car has red and yellow tape on it. Second, notice that the barbed wire at the top of the fence is missing from the section with the tape on it. I think the fence was quickly repaired after the accident to keep people out.
