Car Accident

The light was red and an ambulance was trying to pass, so she moved up and a car hit her car. The cop didn't give anyone a ticket.

I'm pretty sure it is her fault. Right?

 
Are you saying she moved into an intersection, under a red light, to make way for the ambulance? I'd say she's at fault, but it's a tricky one, since the car that hit her might well have hit the ambulance instead.
 
That's not a whole lot of info to go off of. If she rear-ended another car, she's at fault, period. If another car hit her (though I have no idea how that could have happened given your description), and she was trying to get out of the way of an ambulance, then the other person is probably at fault.

Car hit the side of her car (where the passenger door is).
The ambulance did not stop for her. This happend right when the ambulance passed her. I do not think they are "allowed" to stop if they already have a call or a patient.

No witnesses that there was an ambulance. Nobody stopped and said "I saw the accident". That is why neither of them got a ticket. How is this settled? court?
 
Insurance is going to kill you... It's going to be settled with the insurance companies and possibly with court if there were injuries. Good luck.

You are not explaining the situation clearly. I am having trouble figuring out who hit who (who is 'she' and 'her'???).

In any event, let the insurance handle it. In general. A vehicle which hits a non moving vehicle is at fault...

And the smart one would be the person that went and got signed statements from the ambulance driver and assistant attesting to their side of the story. She was hit while yielding to an emergency vehicle, I believe that resolves her of liability.

She only has 1 paper from the officer and it is:

Fairfax County Police Department Accident Exchange of Information Form

It just list his information: 2001 Ford Taurus,Front Right End, and it says he has insurance with American Home Assurance Co.

She was at a red light, but there was an ambulance coming and she had to move for the ambulance. She moved up into the intersection.

Another car was coming and that car had a green light, but her car was in the intersection allowing the ambulance to pass. The car doesn't stop because he has a green (obviously doesn't realize there is an ambulance) and hits her car.

 
I'm sure ambulances keep records of when they go to pick people up so you can show that there was an ambulance there at the time...

She is at fault. If you can't legally move out of the way of an ambulance you don't move and let the amablance break the laws.
 
I really doubt she was at fault. A few months ago, I was waiting on the right left turn lane (2 total). There were two go straight lanes to our right and a right turn lane.

The firetruck was barrelling down the street. I could see him behind me. He needed to go straight and he was smart enough to pick the lane with the least amount of cars. That happened to by my turn lane. It was one car in front of me, then me. So he got up behind us and stopped. Everyone was confused. So the car in front of me hit the gas and went *straight* through the intersection, leaning over to the right to pull over. I immediately did the same thing. There was not really enough time to see if cross traffic had stopped. Thank god they did. But the firetruck was prompting us to go. I cannot imagine that they could blame you if there was an accident.
 
She did the right thing by yielding to the ambulance. The idiot who hit her is at fault. When an emergency vehicle approaches and you have the green, you're suppose to stop and wait for the EV to pass.

Right... and what if everybody's an idiot and stops, blocking the ambulance in the middle? Wait for the green light? What's the purpose of turning on the emergency siren and lights then? Why don't all emergency vehicles just take their sweet time going places? Maybe they should send a fire engine from the east bay when a house in the south bay is on fire.
