I am converting my vhs tapes to a dvd using Hauppange 250 MCE card , after the movie gets captured the colors look washed out. Could that be because of the card or the encoding software (I am using windvd).


VCR is connected to the capture card with rca.
 
It's probably the hardware, but you won't know for sure until you test it with another software application. Try Windows Movie Maker, since it's likely pre-installed, already. If not, you can download it free from microsoft.com. If you want something nearer to professional, you could try searching for a trial version of Adobe Premiere.

But my guess is that the hardware is your problem.
 
Well if's the hardware then that's a big problem for me , is there a way to skip the hardware encoding or no since it's built in the card.
 
No. The input signal is analog, and only your capture card can convert it to digital. You can try different settings; maybe that would help.
