Capturing video from a camera on PC

Do you guys know any good tuner cards for capturing video from a camera that uses RCA output?

What are some easy to use video capture software programs?

Background:
My school is looking at upgrading some video/audio equipment. The cameras are a bit dated but work fine, they also utilize RCA out. Currently they are hooked up to VCRs which are then used to record practice "client" sessions. We're looking at possible ways to update this since VCRs are hard to come by for many students. I think we might be able to use PCs equipped with TV tuners and video capture software instead. Students could then take these videos home for evaluation using a USB thumb drive.

Any TV tuner card will do today as long as it's SD only. I'm using an ATI TV Wonder HD 650 on my setup to record stuff I have stored on my DVR. You can easily use the bundled software to dub video to a hard drive in a variety of codecs. You can then burn them to a DVD from there for long term storage.
