capturing video capabilities

i currently ahve a V3 3500 tv card, and have major probs recording video.
my question is is this dependent on the video card i have (which obviously is the same 3500)
if i was to get differnet tv tuner, and decent video card, would i be able to better record programs?
i can't get audio and video to sync right now have a 1ghz amd processor w/ 256mb ram. Quantum 7200rpm hd
