CAPS lock light turning on when computer is off

When I turn my computer off, the CAPS lock light on my Saitek Eclipse keyboard keeps blinking, flickering, or staying on for a few seconds. There is no pattern, it just keeps turning on and off erractically.

Here's the pertinent specs:
PC Power and Cooling 1kW PSU
ASUS P5Q motherboard
Saitek Eclipse

I have everything plugged into an APC surge protector. I have no idea when this started; for all I know it's been doing this for a while, but I doubt it. Is this something I should be worried about?
 
Is this something new or has it always been this way?

being a USB keyboard it may still be getting power from the USB port after shutdown.
