Capping an application's network usage?

When using BitTorrent for downloads, I don't want to upload more than 20kB/s to people who aren't local - we have an upstream bandwidth usage problem and I don't want to contribute to it. Is there any software that will let me do this? If I have to restrict upload speed to everyone for the app, that is fine as long as it works.

I'm sure it has been asked before but my searches were unsuccessful.
 

I saw you post that reply in 2 other threads. This is just one box, connected to a LAN. I control only this box (and a hub with this box on it). The few apps I can find are aimed at corporations. I found out that bittorrent accepts a commandline parameter for an upstream limit, so my problem is solved for now, but I'm still interested in other options.
