Cap Bandwidth on network?

Basicly this is my problem, dad keeps streaming lame music :music: videos on lycos and yahoo.... when we have mtv and other cable music channels on tv but he insists on streaming them (ERRR!! there goes my online gaming! :| )... so I had this idea of capping his bandwidth  (kinda evil eh?) How would I go about to capp his bandwidth? Any ideas?

I'm pretty sure that was the program I was thinking of. Couldn't remember the name though. 😛

Seriously though, talk to him about it. Don't be sneaky. 😉
