Can't warm boot, only cold booting? Why?

I posted a thread on this about a week ago but figured it deserved a new one since I addressed the main quesiotn of a PS. I got a new antec SL400 for my system. So the specs are:

XP 2000+
ECS K7S5A Pro
2x 256mb PC133 Kingston Value Ram
Abit Siluro GF4 64mb
Monster Sound MX300
ATi TV Wonder
12x Toshiba DVD
HP 9100 burner
40gb samsung hdd
2x 20gb Hdds (one an IBM deathstar, other WD) on promise ultra66 card

Now the deal is that I can't warm boot/reboot it. When I do it goes through the post and hdd detection fine, then when I should see the WinXP logo and green scroller appear I get nothing. Just a blank screen. So I pull the plug, wait a few seconds then power it up again. Bam goes straight into Windows, no problems. On a few rare occasions It has rebooted ok, but it was always after I had just installed something important (like running Windows Update), but then it goes back to its not wanting to reboot, only cold boot.

As I said I got the SL400 PS, but no change. I reinstalled Windows once already, no change. I'm about to start pulling out all my components and strip it to the bare minimum, but I was hoping someone might have dealt with this type of thing before and would think "Oh I know what that is...its a problem with the *insert something I haven't thought of here*."

Anyone? Anyone?
 
I can't remember which but I had a problem with either WinXP/MX300 or it might have been VIA Chipset/Mx300. Take the sound card out and try again.
