can't view or update Vista Performance index

Hi, I have a weird problem with the windows performance index rating protocol. I am running Vista 32bit, SP1 with an E4500 and 3gb of ram, HD4650 video card.

When I go to Start, Computer, System properties, the information about my computer shows up. However, the Rating category shows a rating of 5.1, but also says the Windows Experience Index is Unrated. If I click on this link, the Performance Information and Tools page comes up, but there is no information about the rating for the individual components, i.e. processor, ram, graphics for gaming, etc. I cannot find a place to click to update the performance index or to show the detailed ratings. I am sure that in the past I have used this procedure to view the performance index of the individual components, and to update the performance score. What is going on??? Am I not remembering this procedure correctly; has an update changed the protocol somehow??

Actually, it is not a real problem in that the computer is working fine, but I get annoyed when things do not work as they are supposed to, and would really like to solve this problem if it is possible.

My feeling is that there is a problem with windows itself that is causing this to occur. Does anyone have any ideas or suggestions?? I have a backup of the entire system when the computer was first used, but do not have the windows disk itself. I would not consider this problem serious enough of itself to do a fresh install of windows, but am concerned that this might indicate more serious problems to come.
