Can't view NT shared drive from 2000

I am the first to go to 2000 at my company and everybody else is on NT. I cannot go into network neighborhood and connect to another machine. I can connect from NT just fine. I click on the shared computer (lets call it frank)and get a login/password screen. after puting in a valid login/pass I get

\\frank is not accessible.
The Server Service is not started.

any ideas?
