Can't use full OSK layout

Brand new Windows 8.1 Pro tablet, and...the on-screen keyboard only has the split TK layout, drawing, QWERTY section layout, and QWERTY w/ modifiers layout. Changing the setting to enable the full layout in PC Settings has no effect. Anybody have any ideas (other than curse Dell, but that won't do any more good today than it has in the past, I bet)? In the past, I know I've gotten a full layout working, on none other than a *shudder* Atom Venue (the eMMC is what makes them terrible, FYI).
