cant surf to httpS pages, winxp local security policy setting or network issue?

Hey guys,

on a new install of WinXP I configured the various local security policy settings available, such as password policy, audit policy, user right assignments, security options etc...

and well, everything works the way I wanted it (have done this a billion times on win2k and know the impact of each setting well enough) but this was my first time doing it on winxp.

but i can not view https pages on the internet. I can surf fine on any and all web pages as long as they are not https. This is very confusing to me, and I'm not sure waht setting in my policy would deny myself access to a https page.

Just curious if anyone else here is having the same issue.

my win2k install on the same pc using the same network card lets me connect to https fine.

the winxp built in firewall is not enabled and there is no tcp/ip filtering rules set, there is no other software based firewall program either ie: tiny, norton, or zonealarm.

The web page in question thati can not connect to has been added to my trusted zone in IE. IE is not the issue.

(this may be a network issue instead of software so i have posted here as well)
